Texas Comptroller Leadership Circle

The Comptroller of Public Accounts launched the Texas Comptroller Leadership Circle program in December 2009 to recognize local governments across Texas that are striving to meet a high standard for financial transparency online. We are spotlighting those local governments that are:

  • opening their books to the public
  • providing clear, consistent pictures of spending
  • sharing information in a user-friendly format that lets taxpayers easily drill down for more detail.

We are renewing this award program for calendar year 2014, effective January 1, 2014. Most of the basic criteria used in 2013 have been retained, although some of the definitions have been revised to better explain how staff will apply the criteria and compute scores. The 2014 award program retains the key qualities that have made Leadership Circle so successful — simplicity; fairness to all applicants; a free, self-scoring nomination process and ease of use for both applicants and our staff.

New Platinum designation in the Leadership Circle

We’re excited to announce that in 2014, the Texas Comptroller is enhancing the Leadership Circle program by spotlighting entities that meet an even higher standard of financial transparency by adding the Platinum Award level.

We will award Leadership Circle designees with a certificate reflecting their Circle Award level: platinum, gold, silver or bronze.

“Platinum” spotlights entities that go above and beyond providing financial transparency.

“Gold” highlights those entities that are setting the bar with their transparency efforts.

“Silver” encourages those who are making progress.

“Bronze” inspires those who are just beginning their transparency efforts.

Financial transparency is an ongoing goal for any government entity. We encourage and applaud local governments across Texas that are stepping up efforts to give taxpayers a transparent look at where their money goes.
