Texas Comptroller Leadership Circle

In 2009, relatively few public entities had dedicated websites with the purpose of publishing financial data. The Comptroller of Public Accounts launched the Texas Comptroller Leadership Circle program in December 2009 to encourage local governments to meet a standard for financial transparency online.

Since then, we have spotlighted over 350 local governments that have:

  • opened their books to the public
  • provided clear, consistent pictures of spending
  • shared information in a user-friendly format that lets taxpayers easily drill down for more detail.

The public expectation for government transparency, however, has changed dramatically since 2009.

Starting in 2016 we will reshape the program to better recognize those that are reaching enhanced transparency by providing detailed information in finances, as well as other areas such as contracts and procurement, economic development, public pension plans and debt obligations.

For this reason, effective September, 2015, new awards are no longer being granted for the 2015 program.
